There are several documents
from the European Commission (EC) which deal with the general
aspects of the enlargement process.
Communications
Strategy for Enlargement, European Commission, DG Enlargement,
2000, Brussels. This strategy was adopted
by the Commission in 2000 in order to answer to the demand for more
information concerning the enlargement.
Explaining
Enlargement, European Commission, DG Enlargement, 2002, Brussels. This has been the first
comprehensive report since the release of the Communitations
Strategy for Enlargement. It describes the developments of the
negotiations so far, indicates future developments in the
enlargement process and deals the question of why the enlargement is
relevant.
European
Union Enlargement – An Historic Opportunity, European Commission, DG Enlargement, 2001, Brussels.
This publication was
released prior to Explaining Enlargement. It gives a general
overview of the enlargement process and the pre-accession strategy.
Enlargement
Weekly, European Commission, DG Enlargement, several years,

This magazine gives regular
up-dates on the ins and outs of the enlargement process.
Briefing
papers, European Parliament, several years Strassbourg. The Parliament has
published a number of briefing papers on several topics.

The progress reports are
the documents of the Commission which provide information on the
state of the negotiations as well as the progress which has been
made by the candidate countries in meeting the requirements of the
acquis communautaire. The
yearly Strategy Papers discuss the overall development in the
accession countries, while the Regular Reports discuss each country
in detail. The first progress reports were published in 1998. The
Strategy Paper 2002 titled ‘Towards the Enlarged Union’ lays the
foundation for the invitation of 12 countries.

Agriculture is an important
part of the Union’s policies and the accession negotiations. The
enlargement necessitates reforms in the current Common Agricultural
Policy (CAP). The enlargement process also implies changes in the
agricultural sectors of the candidate countries. The Directorate
General Agriculture has published several documents which are listed
here.
Enlargement
and Agriculture: Successfully integrating the New Member States into
the CAP – Issues paper, 2002. The paper is mainly aiming
to provide EU policy makers with information on the integration of
the accession countries into the CAP.
Analysis
of the Impact on Agricultural Markets and Incomes of EU Enlargement
to the CEECs, 2002. In this document three
accession scenarios are discussed to gain insight into the effects
of enlargement process on agricultural markets and farm incomes in
the candidate countries.
The
Common Agricultural Policy – Review 2000, 2001.
This publication gives a
short overview of the developments of the CAP in 2000 and discusses
prospects in relation to the enlargement process.
EU
enlargement, 2000. This is a short,
informative paper on the effects of the enlargement on agriculture.
Prospects for
agricultural markets series, several years. The series discusses
sectoral impacts of the enlargement for the European Union,
candidate countries and world agricultural markets. Linken naar

Agenda
2000 – Reform of the Common Agricultural Policy (CAP). This
web site gives a general overview of the CAP reform which is
considered necessary to prepare for the accession of the countries
in Central and Eastern Europe.
The Directorate General of
Economic and Financial Affairs has published a number of documents
on enlargement. These are available through its website. Of the
publications, the Enlargement Papers are in particular providing
information regarding the economic impacts of the enlargement.
The
Economic Impact of Enlargement, Enlargement Paper No. 4, 2001. The paper discusses the
general aspects of enlargement unlike most other papers which mainly
deal with cases studies, often on future member states.
Enlargement
Argumentaire, Enlargement Paper No. 5, 2001. This paper discusses the
general, economic rationale for enlargement.
Communication
from the commission – Information Note: Common Financial Framework
2004-2006 for the Accession, European Commission, DG
Enlargement, 2002. This
communication highlights the budgetary components of the accession
by the candidate countries. The discussion lies mainly with the CAP
and the structural funds.
The
Free movement of Workers in the Context of Enlargement, European Commission, DG Enlargement, 2001.
This study provides
information on facts concerning the effects of the enlargement on
labour movements. The information aims to foster debate on this
topic.
The
impact of enlargement on regions bordering candidate countries –
community action for border regions, European Commission, DG
Enlargement, 2001. This document focuses on
the impact on regions in the current EU which border the candidate
countries.
