Development co-operation is an important aspect of
the economic relations between the EU and developing countries. The
EU is a major actor in the field of international co-operation and
development assistance. Together with its member states the European
Community provides about 55 percent of total international Official
Development Assistance (ODA) and more than two-thirds of grant aid.
An important international forum for development
co-operation is the Development Assistance Committee (DAC) of the
OECD. The European Community and its 15 member states are all
members of the DAC. The other DAC members are Australia, Canada,
Japan, New Zealand, Norway, Switzerland and the United States. The
major bilateral donors work together in DAC to increase the
effectiveness of their common efforts to support sustainable
development.
The DAC adopts authoritative policy guidelines for
members in the conduct of their development co-operation programmes.
These guidelines reflect the view and experience of DAC members and
include input from multilateral organisations and individual
experts.
